Paint Starting to Flake...How to Repair?

On my hood it looks like a slight little slice and the paint is starting to lift up. What should I do to fix it? Any ideas would help...I just dont want it to flake all the way off and im afraid if i put the touch up paint on it, it will make it look like crap.

would you guys just tape off that tiny little area and apply a clearcoat to it? I think that might be my best bet. The part that is flaking is less then an inch in length and is just like a small slice
