Parts of my wheels are rusting, pics inside

parts on my wheels are rusting and i wasnt sure what these certain parts were called and i wasnt sure if i even needed to have these? are they strickly for looks or no? some one please help! look at the pics and let me know what you think? anyone else had this problem?

is the rust only on your lug nuts? or the actual wheel?

its not on the actual wheel itself its only on the "egg shaped" metal behind the lug nut. do i need to replace these or just take them off?

The reason they are rusting is because either the wheel is aluminum and the washers are steel or vise versa. When aluminum and steel come in contact the steel rusts, that's why you should always make sure to keep them sepearate.
