Can a PVC valve being capped off on the valve cover end and the throttle body end cause oil consumption? If not what exactly could it cause? I feel like such a idiot, the whole time Ive owned the car(4500 miles) both sides were capped off and the line wasent even there and I just noticed it.

Having both capped can cause seals to leak and for air to be sucked in from the outside through the seals into the motor.

I would not look at that for oil consumption per se, though.

Good luck.

Capping off the PCV serves no performance purpose. The engine needs to relieve crankcase pressure and thats what the PCV is for.

The line he is talking about is to allow metered air back into the crankcase (it does flow a little at WOT, to augment the PCV valve's hose). His PCV is still venting, but he could have a vacuum inside the crankcase (at times) as it is now.
