Please help....UPR E/L gauge install

My voltmeter isn't working and I need to know the color of the wire in the fog/headlight harness that will power the cluster at all times (once pulled out for fog & both). I've tried the red one, duh, not it. I'm working on a good ground and the needles, please try and help. If I can't ascertain which wire has 12v through BOTH pulls, I might'das well give up. Which I am not, of course. I'll jus' have to buy a friggin' new voltmeter cus the screws are surgically small to get to. It's not the expense of buying one but just having to.....another day or 2 till I have my E/L

I am pretty sure its the blue/white wire that's the 12 volt source
