i had used brooks powder coating over in West Chester, Brooks Powder Coating & Abrasive Blasting - Home. I just had them do some center caps but they did nice work and they were done quick.

X2 for Bonehead Performance. I had a set of wheels done satin black and they were beautiful. About $60-$65 per wheel for 17" wheels.
