I know this is an old thread, but I just solved this exact problem on both an 87 and a 89. The problem was that the door locks and lumbar seats no longer worked after an engine change. After much head scratching, I realized the common thread between the two cars was that we had installed mini starters on both in place of the older, larger style starters. When you do this, you have to make and run a jumper wire from the fender-mounted starter solenoid to the new mini starter. When you do this, you have to rearrange the wires on the solenoid because one side is now electrically dead. The power locks and lumbar seats get their power from a connection and relay at the solenoid. I had forgotten to move the relay to the other side of the solenoid. I moved them and Presto! - the locks and seat inflators worked! Hope this helps someone, as it is a five minute fix.
