Power steering fluid change, got some questions

I am in the middle of a power steering fluid change on my 1992 LX 5.0 and I have some questions and concerns.

I have the terrible whine and the fluid looks disgusting. Probably it has never been changed in the 118k miles on the car.

1. Check the reservoir and its full.
2. Take the hose off at the radiator that attaches to the reservoir.
3. Drain what's in the reservoir and plug up the hose.
4. Fire up the mustang and some fluid blows out the metal line into my bucket.
5. At this point I would say there is a total of .5 of a quart including what blew out and the reservoir. Should there be more?
6. Now I pour in some new fluid, with the mustang running.
7. I pour two quarts through and it all gets gobbled up and blown out.
8. Turn off the mustang, reconnect the hose, fill up the reservoir.
9. Start the mustang turn 50% each way and add fluid.
10. Turn 100% each way and add fluid.

This is where I am currently at. I have added about 3/4 of a quart into it and it seems to be full. Is that the correct amount?

When I'm idling or turning the wheel 50% there seems to be much less whine, yay. When I turn 100% to the left or right it is a horrible whine. Is that normal?

Cancel that the whine is back and sounds about the same. Bummer, $15 in fluid down the toilet.

What was interesting is while I was pouring the fluid in (after it was drained) the whine was totally gone. I wonder why it came back after a bit.
