problem with my TPS?!?

I tried setting my TPS voltage today on my new motor and the lowest I can get it is 3.06v ? wtf is going on here? I've set the voltage before 4 times with no problems. With this new motor I have a new throttle body, and its being wierd... Its the same TPS that I had on the stock motor. Heres what I did: turned the key on, put the RED voltmeter lead into the orange wire of the TPS, and the BLACK lead into the green wire, loosen screws and adjust...the lowest I can get it to adjust is 3.08? With the stock throttlebody I could adjust it to .97v no problem? anyone else have this problem with aftermarket throttlebodys?
 
replaced the TPS or throttlebody? my throttlebody is a Power Products I believe, they come show polished and I got it off ebaymotors. To adjust the TPS voltage with this TB, you have to loosen 2 allen head screws on the TB itself, and not the 2 screws that hold down the TPS like you do with a stock TB...thanks man, I'll try replacing the TPS and see what happens

The TPS, mine was at 3.5 volts at idle, I think that is basically telling the computer that i have the throttle pressed farther than it was which told the computer it didn't need help to idle because i was pressing the gas. Replaced the TPS, set the timing to 12deg, readjusted base idle, put in the new TPS and the idle is fine now.
