Question about C4

I took my C4 out...

Its sitting on a stand right now. I put the pan back on today. I installed a new stall converter...filled the converter with about 3/4 qrt of fluid, put it on the shaft and slowly turned and pushed until it 'locked' down three times and would lock down any further.

My question:

If I move the lever on the side of the trans into gear and turn my torque converter....will my output shaft turn? Or do I have to have fluid in it with pressure and blah blah?

I sure hope its not suppose to turn...because mine doesnt!

usually the output shaft doesnt turn as the clutches are not engauged.
