Quick Fuse ?

Hey guys i have a quick ? i need to know as fast as possible. My 30 fuse in my fuse panel under the steering column broke a lil while ago and it lit on fire and i got it out and all but what does it power? it has a wire attached to the fuse that ran up the inside of the car. Its the green fuse with a wire attached and its on the very left side. PLEASE HELP! is it safe to drive without that fuse in there? or will it ignite in a flame again?
 
i believe the fuse your talking about is the heater-ac blower motor fuse turn the heater/ac fan on and see if it blows air out the vents with it removed if it doesnt that what the fuse is connected too and the heat/ac blower motor is the only thing that fuse is connected too.the wire attached is probably your problem it sounds like someone tapped into this fuse to power something else like an amp or some other device which may be drawing too much power which is causing the fire because the wire is'nt run thru the fuse i would insert the fuse without the wire and find out what the wire is connected to and install it properly(not connected to a fuse in the fuse box) and with proper fuses inline. repost and ask how to wire whatever is on the other side of that wire these guys will tell you how to do it properly....
