quick question about fuel pressure

Do fuel pressure and fuel volume go hand in hand, or are they independent? For example, my car puts out around 37 psi at idle but it seems like the car is not getting enough fuel, i.e. rough idle. If I had a clogged fuel filter, would I still read high fuel pressure or would the pressure drop?
 
I don't consider pressure and volume to be proportionally related at all.

A clogged filter would likely affect both volume more than pressure but if clogged enough, pressure drops. A kink in the link can create high pressure even though volume is down.

I find it easy to ponder when using a garden hose as an example.
