Rear ABS Sensor Installation

The shop manual says the rear ABS sensors have to br pressed onto the axle. Is this true? Do I really have to remove the axle (again) to get these in? If its that tight of a fit why not just get out the dremel and grind the hole a little bigger?

The ABS 'rings' have to be pressed onto the axle. The acutal sensor is bolted to the brake assembly.
