Rear seatbelt stuck

Guys,
The rear seatbelt in my 94 convertible is stuck in the fully retracted position. I can't get any slack on it to release the tension on the inertia reel. Thought i'd pull the seat out and undo the seat belt mount to get some slack in it.

How do I remove the rear seat? IS there a better way to do this? Thanks
