You would need to look up the local Better Business Bureau in his area. I would suggest starting with email.

Do a search on Instagram for Classicsdaily and look for their SEMA post with his Volvo. Maybe it's time to reach out to the people he associates with?

In general, I don't think there's anything that the BBB can do to force a response from a small time shop. There are so many other places people can go for feedback and reviews. Are you familiar with Yelp?
