IM going to get all new pads and rotors for the front and rear of my car. What would be a good set of rotors and pads for a budget of around $250?

If you're looking for just plain rotors I would say go for Brembos or something of the like, but beyond that I don't know if you can get great pads all the way around for that short of a budget. People love Hawk pads, EBC Green Stuff pads, but I don't have accurate pricing.

I agree, if you can, just upgrade the brakes. The stock brakes on our cars are almost scary. I'm doin' the cobra brake upgrade very soon.

Can you just upgrade the front and just put a good set of pads in the back?

The difference in pedal feel and stopping power after the upgrade was amazing, if you can afford it you should.
