How much power do you need to be making before these do anything ? Is it more related to the HP/Tourque of the motor or the RPMs you are turning ? Basically, would I need to use a rocker arm stud girdle ?

High spring pressure is when you need one. If you have a hydraulic cam you don't need one. A big solid roller or big mechanical cam, you need one.
