Rust on Frame Rail Extensions

I have the floorpans out of my car and I have some surface rust on the frame rails, after i sand the rust off i want to coat them with something? what should I use, i was thinking POR-15, but I read an article in Mustangs and Fords that says POR-15 only holds if its on rust? is that true? can someone help me out? also what should i coat my shiny new floorpans with after i weld them in? thanks for the help

I would use Eastwoods Rust Encapsulator in both cases.
