seat belt retractor problem

My drivers one will only retract about 1/50 pulls. Could it just be gunked up inside? I haven't taken it apart yet. I found new ones for $31 each, are all years the same? Any tips on making it work again?

I had to clean mine once and that seemed to help. You might want to try a little WD-40 first. I don't know if they are all the same .
