I'm pretty sure my 88 gt has the original scarlet red paint. What im trying to figure out is what it is.. its dull, but shines a bit.. well more like reflects light

It's not semi gloss. It's just very aged and sun faded. If you're gonna paint, you're probably going to have to do the whole car.

Paint is probably oxidized. It will buff out with a rotary buffer, compound, and wool pad. Then polish it up with a good polish and foam pad on the buffer.

Yea they didnt come semi-gloss from the factory, its just old and faded, if you paint just the body kit its going to be 10x shiner, there's just no way around it..

The bottom should be titanium frost and does not have a shiny finish. That being said, don't sweat it. Paint away. I've painted the silver part three times on three separate cars in three different conditions.

A good glaze might shine it up, not as harsh as rubbing compound

The paint is oxidized. They didn't come with clear coat in 88. My 89 didn't have clear coat paint, and the pinstripe was actually painted on instead of vinyl.

Yup.

Clay, compound, and wax will do wonders on that paint. Mine was the same way.
