service bulletin?? what it means?

Hi, i just want to find out what does a service bulletin means?

does it means that dealer will repair according to this bulletin for free? my car has 60,000+ miles so it is out of warranty.

my car whine - like it said on # 28 service bulletin.

A service bulletin is just a guide for the dealerships technitions to reference if a particular condition exists. It is only done for free if it is considered a safety recall. A bulletin is the manufacturer's recommended repair procedure.

it has under safety Intake Manifold Replacement. Does that only apply to 2000?
