Should check engine light turn off?

Searched forums, unable to find answer. For an 1993 LX, when ignition is turned on without starting engine, airbag and check engine light appear. Under normal conditions, should the check engine light turn off after a brief period of time or is it supposed to stay on until engine is started? Mine stays on (no flashing) when ignition "On" and engine off. Idle issues after warmed up, intermittent check engine light while engine running, suspect O2 sensors. By the way, OBD1 scanner en route via UPS and I have read the idle surge checklist.

In my '93 GT (With no idle issues.) The light stays on until the engine is started.

It'll stay on as long as you're at the KOEO state.

Stays on til engine starts. If you stall the engine, it comes on as well.

The light should be on when key is placed in run with engine off. Once engine has it started it should go out within 3-5 sec. If the light stays on you probly have some sort of code stored in the computer.
