Being offered NON emissions legal heads,

I want them lol, But fear they may be a bad choice when inspection comes around

If I put back my stock H pipe with Cats (bear in mind my smog pump wont be operating as the heads have no holes for the pump)

Would I even stand a chance of passing emissions?

I dont want these heads to be more pain than there worth

Also is there any power differences between the two?

And how are AFR 185 heads?
Should I just go with the 185's?

Are there any power or price differences for heads with full emmissons capability? If not, get the emmissions legal heads.

The holes in the heads for the smog pump are only used when the engine is cold. Do a hot emmissions check and they will not be an issue. The visual check would be the only problem, and if you can bolt the tube up to the heads, that will get you by. The heads may not have to be drilled for full emmisions to bolt the smog pump air tube on the back of the heads.

I really dont think the people in the NJ state inspection facility know what there looking for as to the pipe behind the engine

The Non emissions heads have no EGR,
The middle of the head where the holes usally are (intake facing) are closed up

You think they would be ok?

I don't think you should have a problem. Usually they just look for the Cat's being under the car. And if they do pop the hood they might look for the smog pump. Thats about it.

the ons im now "getting" have a 61cc chamber rather than a 58cc, Does that make any difference to power?

Or just compression?

Yes it does. More compression will give you more power.
