Is there one? I have always wanted to go to the Turbo route. Done the S/C a few times but I think a turbo would be fun.....but I am in Cali and we have completely anal smog checks.
If you don't live in Los Angeles county there is more freedom as what you can to do your car (Orange, San Bernardino, and Kern, etc). Even then I am not sure of those counties allow it even.
