Squeaky Tensioner Pulley

Ok bought a new pulley, installed that....still squealed. Took the pulley back off and greased the shaft where the bearing rest and put it back on. still squeals. Tonight it squealed for 24 minutes until it warmed up. What the hell can this be? When the car is running and I blast the tension pulley with WD-40 through the red straw the squealling ceases for about 3 seconds and the starts up again. Blast, cease, start...damn vicious cycle. Could it simple be the belt? I have changed it regularly and it looks to be in good shape? any other suggestions?
 
return the pulley. doubt it was the belt. Get one from strauss. they sell a replace ment one for $40 that includes the pulley arm etc with the bearings already assembled and packed with grease. hopefully this works for you. it did for me.
