Starter spacers

My rebuilt motor, was getting bound up on my brand new starter after the install, I installed a spacer and it solved the noise that I was getting from the starter still being engaged. Currently I am getting a noise completely different that sounds almost like a baseball card hitting a bike spoke. I have posted about this already, and someone said it was either an exhaust leak or the fan maybe hitting something. I checked out both and found both to be incorrect. I am begginning to beleive that my starter is still getting bound up with the flexplate and making this new noise. My question is, would it be safe to run another spacer for the starter? thanks

P.S. Looking at my valvetrain components in my sig, would taller valve covers be needed? Right now Im running the 30 dollar chrome dress up ones that they sell at NAPA and Checker.....

Well I took an old set of valve covers and cut the top off, and ran the engine and the rockers have pleanty of clearance. I decided to give up on this problem for the day and decided I would replace my powersteering pump, It was rebuilt but still leaking and didnt affect my steering at all. Soo I replace the pump, and bam no more noise and my steering is back. The noise I heard was probabaly coming from the powersteering cylinder below the bellhousing....Which made me think it was the starter....Welp just need to get my timing down and my mixture right....Thanks again

P.S. would it be correct to set the mixture with a vacumm guage? Like when I get the highest reading of vacumm or is that only with timing?
