still got check eng light/vehicle not responding

I still cant figuire out why my check engine light is on after I moved wires to under fender. light is on all the time, car runs really crappy,. and when I try to scan it, it says vehicle not responding.. I have tested all the circuits for continuity to the cpu and are all good, also checked all cpu grounds and power inputs.. maybe someone could tell me if any of hte inputs at hte obd 1 hook up have power?
 
okay, I moved all my wires from the drivers side, "solenoid and harness etc" to under the drivers side fender. then I have a check engine light immediately. it stays on, and the car runs really poor, detonates under a load. I checked everything and feel like its all hooked up.. I moved all of the wires back to the original spot and the light is still on. when I try to scan it it says vehicle not responding. think the cpu is shorted? and should there be any voltage at the obd port?
 
The computer primary power ground is one of the loose wires coming off the battery negative terminal that I would check for. It has a cylinderical quick connect about 1" diameter by 2 1/2" long.

Remove the passenger side kick panel and disconnect the computer wiring harness from the computer. There is a 10 mm bolt that hold the connecter in place. See http://fordfuelinjection.com/index.php?p=74 for more help

Use a DVM or Ohmmeter to measure the resistance between pins 40 & 60 and the ground connection by the computer. You should see less than 1 ohm.

Measure the resistance between the Self Test Input red/white wire (pin 48) and ground with the computer disconnected. You should see more than 1 megohm. If you see less than 10 ohms you have a wire shorted to ground that has put the computer into self test mode without your help.
