Strange Starting Delay

After turning the ignition key to start the car, there is absolute silence for about 2-3 seconds, then it starts as normal. The starter solenoid relay is about 1 year old, and the starter is about 2 yrs old. I have not yet checked the battery voltage, but the motor starts quickly once the delay is over. Any ideas?
 
Sure wish I had the '68 CJ Big Block. However its just a garden variety 289. Tonight I'll try replacing the started solenoid relay. I looked at the ignition switch and it looks tough to replace as the dash curls under below the switch. I'll look at the shop manual to see if it describes replacement.
