Stuck on fuel line change out - help

The rubber fuel line between the stock filter and my t-rex pump is damaged. All I want to do is replace the hose with a new one. Looking at the existing hose, there is a metal band connecting the hose to what appears to be a platic insert leading into the filter itself. I can't figure out how to get this metal band off so that I can replace the hose. The other end of the hose is connected by a screw clamp, so that end is easy.

Is this little band permanent, or am I just lacking the correct tool? If it's permanent, do I need to buy a new filter to get this thing fixed?

If I recall right, The little plastic clip pulls out and the hose slides off.

filters are cheap might as well change it while your there and make it easy on yourself
