T5 rebuild masters

I had a friend's dad rebuild my T5. I have not installed it yet because something is screwy. When I move through all of the gears the transmission acts as if it is in neutral at the input shaft and the tailshaft. Is this correct. I can put the transmission in 1, 2, 3, 4, and 5th gear and move the input shaft as if it were in neutral. Same thing with the output shaft. This also does the same thing in reverse. I can put it in reverse and the input and output shaft spin as if it were in neutral. Did he put it back together incorrectly?

so what youre saying is that if you turn the input shaft and the shifter is in first gear the tail shaft doesnt turn? if that is the case than yes, something is seriously wrong with that transmission
