Temperature Gauge Not Working

So when I purchased my '87 5.0 gt the water temp gauge and the fuel gauge did not work. Since then I have replaced the thermostat, gasket, and housing. I have replaced the temp sending unit and the cooling temp sensor. Needless to say the gauge is still not working. I read how to test the gauge and it stated to do so as follows.
Pull wire off sending unit, connect one end of a jump wire to the boot, then connect other end of jumper to ground. Then turn key on.
When I did this my temp gauge needle went from the bottom to the top and stayed there.
According to the test, these results meant my sending unit was bad. After it was replaced the gauge still is not working.

My instrument cluster connections look to be in good shape. I have replaced the bulbs with LED bulbs which actually made my lighting worse? not sure why.

Does anyone have an opinion on the temp gauge? or the LED lighting being poor?
