help with running right when its cold?

Ok so over the summer I replaced the harmonic balancer when it went out, so I'm sure it dosent have anything to do with this idle problem but could it have messed up the timing a little?? Anyways a few months later I start having a very tough time starting the car when its cold. I cleaned up all the sensors, replaced the ect sensor and after that the car would never idle higher than about 700rpms even when cold, and it did not fix my starting problems. Then I replaced my fuel pump and filter and it seems to have fixed my starting problem. Now since it is starting better with the new pump ever since then the idle surges a couple times when I start it up cold.

Should I just reset the hot and cold idle? I know the hot idle should be 650rpms, what about the cold idle? Any other suggestions?
