Thermactor plug using silicone?

Will silicone seal the Thermactor air passage in the back of the heads?

I had a little help with my 5.0 swap, and a friend's advice was to remove the smog, and as he recommended it took the smog tubing off the back of the engine...I was kinda busy with other **** and didn't pay close attention

now..I found that one of the heads was leaking at the thermactor air passage, and feeling the back hole and looking at some pictures and even recollection of when I painted the block; someone had just put silicone in the holes. One side seems to be fine, while the other had a leak.

We used a bolt and plugged the side that was leaking along with more silicone, and the leak seemed to go away; yet I kinda hear it still but "muffled". so, maybe it's not 100% but it's close.

..I would rather have it 100%
anyone know if using silicone and it working flawlessly?

if it matters I have a plugged PCV system and a breather on one side
I don't know if it matters, but the side with teh breather is the side that didn't have any issue, the side without the breather is the side that was leaking and now seem to have a muffled sounding leak.
