Throttle body question

I installed a Dragon Performance 75mm Throttle Body and Plenum in the fall. When the engine is cold the throttle body whistles like crazy. once the engine warms up it quiets down. Is there a way though to kill that whistling sound all together? Is it the throttle body or the plenum because i've heard both sides of the story.
