Tick on #4 and fouled plug

Well I've been having a slight tick on #4 cylinder pretty sure its on the exhaust side too (can hear it quite clearly through the tailpipe) BUT pulled the plug today and it was black and stunk like fuel, wouldn't that indicate an intake side problem? Any input welcome motor only has about 1500 miles on it all my rockers (crane 1.7s) were torqued to spec and w/in the preload specs. Have the upper intake and valve covers off atm going to be digging deeper here soon.

Well I'm assuming somehow one of my new lifters is gummed up or something, if I let the car sit at an idle for a bit there is no tick until you run the RPM up and then if you let it idle a bit more it goes away. The harder you stab the throttle and quicker you bring up the RPM the louder it ticks.
