Timing Indicator HELP!!!!

I bought a timing pointer because i noticed that i didnt have one. Well, I went to put it on, and it seems that there is just no way to make it fit. So, is this the timing cover with the tit instead of a pointer? And if so, do i use the yellow arrow or red arrow, or another spot to use to time the car? ANY advice will help, cause chilton is very vague on this part. its a 65 with a 289 of unknown year.
 
The pointer goes off of the nipple. It you want to estimate it. From a bolt put into the block stub it is just under 1/4 of an inch. Hope the pics help. You would use the red arrow spot on your pic for reference.
