Timing problem

I wiped out the dist gear on my 88LX 2.3T. I flushed the tar out of the pan and got out as much as I could. (Looks like The majority) I installed a new aux shaft and a NEW Ford dist. With it running and the spout conn. in the timing mark fluxuates a few degrees, when I pull it out the fluxuation stops but the Timing does not change at all. I tried two modules, checked all connections and also the spout conn. Does anyone have any idea what it could be???

Oh, I forgot. The vacuum level at idle is near zero, normally is about 61-18". Does anyone think it could be the new distrib?
