While doing some other work on the engine I cleaned off the dampener and highlighted the marks so you could read them way better. Well now when I go to time the car, the only place it will actually run is about 20 degrees off. As you can see in the pic an old scratch is on the dampener that someone (maybe me?) marked as tdc.

I know the dampener only goes on one way. Is my distributor on the wrong tooth or something?

Is that an old, original damper? Looks like the old rubber on the damper has slipped. Someone/you re-scribed it, hopefully after they found TDC correctly by removing the valve cover and/or plug and used a TDC tool. Rescribing is fine until it slips again.

Isn't that closer to 90*? Does the motor have a vibration?

No big vibration that I can tell. Yes it appears to be the original dampener. After thinking about it most of last night it, I think the likely scenario is that it slipped. The rubber is in very bad shape, so yeah.
