Timing ...weird question

Well this is the second time I think I set the timing. What I did was warmed the engine up, and unplugged the spout. Then I set the timing to 12* btdc. Then you put the spout back in, and the timing retards again. Do you kill the engine first? I dont know when to replace the spout.
 
Wait wait so what should I try? I don't think my balancer is bad i have little to no vibration. But when I set the timing, put the spout back in it retards.

When you install the SPOUT, the timing should advance, not retard. Generally people see about a 10* jump (advance) in timing from just installing the SPOUT.
