Do you have constant power to the common terminal of the relays in the trunk?
Post the year of stang - in 94 they changed the control side of the wiring pathway slightly and that's right in the sweet spot of where your issue might lie.
There's an inline circuit breaker for the control side of the circuit (the feed going to the switch itself). It's off to the side of the instrument panel IIRC. Someone will know for sure where it is.
Doesn't look like the 93 used a circuit breaker for the vert top. Book shows a two fuse setup. Fuse 5 would be the one that supplies power to the switch.

Looks like there are three wires used at the switch. The BR/LB shows 'not used'. With the ignition in 'Run' check for power at the P/O wire. If the P/O wire has power then check for power at the Purple wire in the 'raise' position and power at the GY/LB wire in the 'lower' position.
