It sounds like you have a few things going on with the car but with all that aside I'd like to add anytime I've experienced the rev up on start up issue on any of my cars in the past. Even though there was no code present for the IAC, removing and cleaning out the IAC would resolve it.

Step #1 is that you are really going to need to identify what's on this car. I'd start with looking at the o2 harness to see if there is a jumper, and then remove the EEC and test for voltage while cranking on pin 46 (or voltage at key on)

Now you guys jump in! Where were you when I was giving him bad advice?
but seriously, he has a burnt trace on pin 46, he needs to address that and identify the wiring on the 02s, I didn't ask the right questions about this car and was focused on whether or not he was checking the tps correctly.
i think we have got him at least started down the road to happy motoring.
i think we also need to know more about the car he is working on,
Did you just buy this car?
A run down of what you got, year and if this has any swapped parts on it. Like 4 cyl to V8, auto to stick, harness modifications

Already answered......twice. I see no response either time. Did I miss it?

However, if the car's history is unknown, it's possible the wiring harnesses were changed.

Step #1. Look for the o2 harness plug near where the MAF would normally sit on a mass air car. Is it a 5-wire plug or a 7 wire plug with a jumper.

It means it’s likelt the correct, original harness.

Now the fun part...why did you burn up pin 46?

Gonna need to pull the ECU and test pin 46 for voltage

Think you can repair the ECU? Solder a jumper along where the trace burned up
