By help do you mean bring the revs down @60? It will do that. The bigger the diameter of the tire, the less revolutions they will make per minute, thereby bringing engine speed down. It will also give you a theoretical higher top speed. But you will lose some down low, meaning you won't be quite as quick. It's a compromise depending on what you want to do with the car.
