CARB LEGAL as in STAMP OF APPROVAL... not that i know of, but to PASS the sniffer, ya it has been done. www.turbomustangs.com/forums

Depends on the kit. There's one or two that don't require deleting the smog pump. Pretty sure TTC is one. Dave
