Most either paint, and/or use the rubberized stuff. Not many powdercoaters that I'm aware of. It really boils down top what kind of car you are looking for. Driver, show, etc.
Im probably going to go with POR-15 Rust Preventive Paint and CHASSISCOAT BLACK over that. HOw much paint am i going to need to do the whole undercarridge??
One Qt did the entire underside, engine bay and trunk. Qt 2 was used about 1/2 way when I did my rear axle and the interior.
Something to think about... when I scraped the entire car, any spot that had the petrolium based undercoating or seam sealer was rust free. I realize you would not want to use undercoating in the engine bay but you should use it just about any place else you can. At least if it is not a show car, Then a sweet coat of paint would apply. Use Por's metal ready on any part or place you get to bare metal. And remember, Por15 is only as good as the prep work. ZERO oils, grease, or dust. Take your time and it comes out great. Another tip- pull all the body crack and joint sealer out, Por15 then reapply the seam sealer. Your going to top coat anyway, and this way you can get total protection.
Tip for the seam sealer, fill in the crack, then use a wet piece of t-shirt to smooth it out, finger works well too.

Sorry, remembered something else. Use a plastic turkey baster and the cheapo tupperware or hard zip lock food containers to store the liquid you are painting with. Trust many of us on here about that one. If you get some on the seal of the rim and close it, the lid is not coming off again.
Ive used por 15 on alot of my projects,If your not going to use for awhile keep it in the fridg.I use suran wrap under the lid to keep the lid from permanently sealing.Use rubber gloves and if you get some on you remove or you will wear it for a few weeks.Did my 69 charger 6 years ago and it looks as good as the day it was done.
Cannoball888,Theres a topcoat that por-15 sells.I used ruberized undercoating.Por-15 cannot be exposed to uv rays for any length of time.Once it is dry you could topcoat with any paint.
