If everything works my guess is it was added and abandoned so just remove it.

Thanks for your response! Mostly everything works, It don't have rear defrost connected it seems on the hatch window nor is the factory radio installed but an after market. Now the unknown solenoid wire was taped off before I got it but I really wanted to know if that's why my car will idle high till I slapp the gas, or when I come to a stop it shows check engine Light and flickers then disappears when I gas it. Again thanks for your help.

One other thing is I had the stock engine removed because of no compression they said, and a Jensen engine put in, and I never looked under the hood as I do now and I can say I have to fix a few things myself

I believe that is not factory automotive wire, take it off, it's going to be 'hot' all the time. I bet it either has a crimp connector or nothing at all.
DISCLAIMER: JMO and in no way any actual mechanical experience.

Other thing you need to do is check for codes. You said the check engine light (CEL) has come on so there should be codes.

Electrical - How To Pull Codes From EEC-IV In 86- 95 5.0 Mustangs

@Noobz347 - The code dump procedure isn't in the sticky - you may want to add it... Dump the codes: Codes may be present even if the Check Engine Light (CEL) isn't on. Dumping the computer diagnostic codes on 86-95 Mustangs Revised 26-July-2011. Added need to make sure the clutch is...

It might just be a hot wire, very unsure I don't normally deal with this stuff.haha but tomorrow I will take apart the solenoid again because If I remembered that wire was connected to another on and linked up together to that post, I will take a picture and report back.

Yes I actually went ahead and bought the scanner, I got codes 31, 83, then 10, and then 31 again I just tested it earlier.

Those are both EGR related codes. Does the car still have the EGR solenoids and valve?

Yes it does, the sensor on the EGR looks new and white, the vacuum lines are routed correctly I know from googling pictures a thousand times haha. I checked the pcv valve too and it didn't seem clogged with oil and I can shake it a little, my understanding that it's good right? And my pcv valve looks like that silver one.

Also I've been trying to find vacuum leaks by listening to the car, I don't have a smoke machine. But if plug the top hole under that gray cap for the EGR solenoid the car shuts off so will that indicate I fixed the leaks?

Are there anymore valves I'm missing?. Again thanks for helping me!

Yeah it looks like it's part of silver box set up, it actually has a couple other wires connected to separate into more. Do you think someone did this in the past or it looks factory

You need to look at a wire diagram, I'd guess the 'silver box is a circuit breaker and likely for the power windows and other things that are live with the key off.
