In a nutshell, they make you pass a sniffer test to ensure you meet the emissions standards in effect at the time the vehicle was manufactured, plus they do a visual to see if all of the components that came on the car are still there. So, if the car came with cats, you need to still have them. Same with EGR valves, canisters, O2 sensors and the like. They aren't as picky as CA is, so you don't need to have the OEM pieces, you just need to have somebodies pieces and they need to work. You should be okay with a cat'ed Prochamber as long as it meets the sniff test.
