Vacuum Advance Diaphragm??

Hi Guys,
On an adjustable vacuum advance can with an allen head adjustment screw inside the vacuum hose hole, what does the adjustment actually adjust? Does it adjust the amount of vacuum required to operate (tension) or does it adjust the limit/amount of maximum travel?

It adjusts the travel of the breaker plate.
