For ease and certainty, I would say just go down the firing order.
Most Ford shop manuals have the procedure that gets all the valves on the base circle with just 3 locations, but I can not remember it.
Anyway, that procedure in my 79 shop manual was dead wrong. The drawing was somehow backwards or they used the wrong engine's diagram for the 302. Followed it exactly, ran miserabley until I went cylinder by cylinder.
