There was no adjustment on a 69 302 for the valves. These heads have positive stop rocker studs. Bolt em down and torque to about 25 ft/lbs. There's one of three things happening here, One is the rocker studs are pulling loose from an agressive cam. Two is the rocker nuts have backed off. Three is the cam and lifters are wiping each other out.
Here is the build on the engine. Probably not your standard Engine rebuild.
