Valve job on PI heads

Has anyone had trouble arising from a valve job to thier PI heads? I am putting PI heads on a 96 GT and can't get it running. I have installed mild SHM cams with new springs and all new bottom end. The engine was timed(?) using the dots on the cam gears, gold links on the chains, and the dot on the crank gears. I cannot get compression on every cycle, using a rachet to turn the engine with plugs out and a gauge on a particular cylinder. It is almost like the valves are slightly open (or perhaps not timed correctly after all). When I removed a rocker, compression will build every time on which ever cylinder I remove the rocker (roller). I have even re-installed the stock PI cams and the same results. Makes me think either it is not timed right or the valves are not fully seated, which is not likely, since when a rocker is off and air is forced thru a cylinder using a hose threaded into a plug , there is a good seal and it will turn the engine over. Also, it seens like the cams are right down on the valve tips, almost like the valve are too long, but I am not real sure about this. Send Help
