What Is This Part In The Engine Bay?

n00b question but what does this do? It is by the passenger side firewall.

That looks like the purge canister solenoid, that should hook to a plastic box that is located under the airbox along the framerail, it is part of the gas tank vapor system.

is it supposed to be hooked to a vacuum line too?

okay it definitely is that. What size hoses does it use? the one that goes towards the engine is dry rotted so bad it isn't even a hose anymore. Do they go bad usually? If it isn't too expensive I'll just replace it

Should hook to manifold vacuum, not sure be'n a sn95 as to size, look at veryuseful.com but likely 1/4 or 3/8 id

They go bad all the time. Fuel vapor eats them up and can cause a huge vacuum leak. I bet the hose to the canister is also eat up too. When you replace them use fuel line, not vacuum line so it lasts better.
